We provide comprehensive support to aspiring school leaders, addressing the shortage of leaders and strengthening the management and leadership competences of existing leaders. We bring together the community of school leaders and promote professional collaboration between schools.

Goal

Help is especially needed at the beginning! We bring together aspiring leaders in a network and give them the opportunity to consult with mentors - experienced leaders from other Vilnius schools.

Description

The programme activities include a series of training sessions and mentoring sessions for new managers and mentors. For mentors, it is an opportunity to develop their skills, share good practices, support their new colleagues, and establish cooperation. It will include a training cycle for new school leaders, coordination of the mentor network and reflective training for trained mentors.

The programme will result in the acquisition of competences for effective leadership of pre-school and general education institutions by novice managers, increased cooperation between managers and the sharing of good practices.

Achievements in 2025

In 2025, five managers completed the new manager mentoring program and three managers began the program.

Eleven managers completed the qualification improvement program for newly appointed managers.

Goal

Workshops, topical consultations and events to address the needs of heads of general education institutions and pre-school managers.

Description

Seminars, topical consultations and events to address the needs of heads of general education establishments and pre-school managers.

Achievements in 2025

42 preschool education institution managers completed an internship in Berlin.

The purpose of the visit was to learn about the preschool education quality assurance system in the German state of Berlin. Participants visited 12 preschool education institutions offering various types of education, attended a 16-hour course on the general preschool education programs in Berlin, and learned about the self-assessment and external evaluation processes of preschool education institutions. The theoretical seminars were led by specialists from the BeKi organization.

Three annual forums for managers were held, attended by around 250 managers from educational institutions in Vilnius. 

The forums discussed the prevalence of psychoactive substances in schools, attracting and engaging teachers, mobilizing and retaining them, and reading with the youngest children. 

A seminar entitled "End-of-year reflections: on leadership, people, and change" was organized for managers of general education institutions. Seventy managers participated.

Academy of Deputies
Academy of Deputies

Goal

To establish and operationalize a sustainable system of competency development and professional networking for deputy head teachers of general education and pre-school institutions in Vilnius City.

Description

The aim of the Deputy Academy for Schools and Kindergartens is to organise a series of trainings for deputy head teachers in the fields of management, psychology and education, which will allow them to improve their professional competences in the areas of motivation, research competences, and modelling of the educational process, creating a space for joint discussions through the exchange of information and the sharing of good practices.

Achievements in 2025

The long-term accredited program "7 Steps to a Better Version of Yourself" has been launched. Thirty deputy directors of preschool education institutions have begun training under the program.  

Thirty-four deputies completed the 60-hour program for newly hired deputies of preschool and general education institutions, while 32 participants began the program.  

A remote event entitled "Vilnius is a School: Opportunities for Organizing Trips" was held for deputy directors of general education schools, with over 100 deputy directors participating.  

Three seminars were organized for deputy heads of pre-school and general education institutions on the creation of inclusive educational environments. A total of 60 participants attended.

Leadership training
Leadership training

Goal

Education needs leaders - whether they are teachers or managers. We empower current and future leaders, deputies and enterprising teachers by inviting them to complete a Masters in Educational Leadership.

Description

The programme strengthens the management and leadership competences of managers and enterprising education staff in Vilnius City educational institutions through a formal study programme.

Achievements 2023

22 students graduated this year. A further 20 students are expected to graduate in early 2024.
In total, Vilnius City has already invested in 106 leaders over three years.

A management capacity building programme (60 academic hours) for teachers with no management experience has been implemented. 18 participants completed the programme.
